The Hammers and Gavels Club, PBA’s grassroots contact program, consists of more than 300 volunteer members who agree to communicate the interests of the building industry to their legislators. Hammers and Gavels members do not need a prior relationship with their legislators but must have a desire to communicate industry needs to elected officials. The Governmental Affairs Committee chairman directs the club’s efforts. Recruitment of Hammers and Gavels Club contacts is a local association function, coordinated by the PBA’s governmental affairs division.
At the start of each legislative session, the governmental affairs division sends club members information about PBA’s legislative and regulatory priorities. As issues arise and bills begin moving in the General Assembly, club members get information such as sample letters and key message points to help them communicate with legislators.
During a typical legislative session, there are a number of critical votes that occur in both the House and Senate. During these times, a Hammers and Gavels alert goes out to members. The alert describes the legislative action, the possible impact of the pending action and what the club member needs to tell his legislative contact.
