The PBA Board of Directors met for the final meeting of 2024 on October 18 in Harrisburg.

Officers for 2025 were elected unanimously by the directors in attendance. They include:

  • Dean Hilliard (Central Susquehanna BA) – President
  • Greg Harris (HBA of Metropolitan Harrisburg) – Vice President
  • Darrell Adams (Lebanon County BA) – Secretary
  • Richard Clawson (Indiana-Armstrong BA) – Treasurer
  • Heather Dieckmann (BA of Metropolitan Pittsburgh) – Associate Vice President
  • Tom McCosby (Lawrence County BA/Mercer County BA) – Immediate Past President

The following were elected to represent Pennsylvania for NAHB:

  • Andrew Kaye (HBA of Bucks and Montgomery Counties) – State Representative
  • Jon Sukonik (HBA of Bucks and Montgomery Counties) – Builder Director

Directors also confirmed the election of Regional Vice Presidents (RVP) and Regional Legislative Officers (RLO), and Regional PHRC Representatives:

  • Mideast Region – Gene Kreitzer (RVP); Robert Wright (RLO); Gene Kreitzer (PHRC)

Those in attendance received reports from Governmental Affair Chair Jim Rumbaugh as well as an update on PaCAH activities from Chair Mark McNaughton.

PBA Treasurer Don Olsommer, Jr. brought members up to speed on the current financials reporting that PBA was on course to outperform its budget for the 10th consecutive year. The balance sheet (as of August 31, 2024) reflects assets of nearly five years’ annual budget. Non-profit best practices advise at least six to nine months.

Dean Hilliard, PBA 2025 President-Elect presented the 2025 budget that was approved through the regions as well as by the Executive Committee. The Board of Directors voted to approve the budget as presented. It must be noted that the budget for 2025 does NOT include any dues increase for 2025.

Membership Committee Chair Dean Hilliard reviewed 2025 membership numbers through September. Compared to the final membership numbers for 2024, PBA is down 18 Builder Members; 25 Associate Members; and 9 Affiliate Members.

To update the PBA bylaws to reflect changes in the association, Directors were asked to approve the following bylaw amendments.

Amendments to allow Associate Members to serve in all PBA leadership positions. Approved by a majority.

Amendments to change the quorum requirements for the Executive Committee to a majority of Committee members present and to change the quorum of the Board of Directors from 25 Builder Members to 20 in-person Directors who have voting rights. Approved by a majority.

Amendments to bring PBA’s bylaws into alignment with changes in NAHB’s bylaw terminology.

Discussion of the proposed Regional Realignment will be picked up again at the Winter 2025 Board of Directors meeting in March.

Andrew Kaye, NAHB State Representative, presented updates from BUILD-PAC and NAHB.

Pennsylvania has raised $47,000 of its $80,000 targeted goal. To date, BUILD-PAC has distributed over $2 million to candidates that support and defend housing.

The current NAHB membership is 113,989 Builders and Associates – that is an increase of 3,300 members year-to-date. Membership is projected to be up 2.2% by year-end. The IBS Show will be held February 25-27, 2025, in Las Vegas and will be the largest in nearly two decades. As with PBA, the NAHB 2025 budget does NOT include dues increase.

The Fall 2024 meetings were the first time PBA experimented with a two-day/no weekend format as per the direction of the Board. It is important to note that the Winter 2025 meetings will return to the traditional format of three days with the Board Meeting set for Saturday, March 22 beginning at 10:00 a.m. The Summer 2025 meeting will be the second experiment of holding the meetings on an abbreviated schedule.

President McCosby thanked all those in attendance and invited all to gather again March 20-22 at the Mohegan Pennsylvania in Wilkes-Barre for the Winter Committee and Board of Directors meetings and Installation Gala.
