PBA President Dean Hilliard welcomed officers, directors, members, and guests to the final meeting of the PBA Board of Directors on Saturday, October 19, 2025.

Jim Rumbaugh, Government Affairs Chair, commended the GA staff for putting together what was described as an excellent committee meeting. Guests included representatives from Pennsylvania departments of Transportation and Environmental Protection along with Representative Jared Solomon.

PaCAH Chair Mark McNaughton thanked all those who attended and sponsored the Mini Golf Fundraiser and collected PaCAH contribution checks from the locals.

PBA Treasurer Richard Clawson provided the latest financial updates for both PBA and BSI. The Finance Committee met with the investment counselor to review PBA’s portfolio, which is performing very well.

The Senior Officer team worked together to develop the 2026 budget. Vice President Greg Harris presented an amended budget from what was previously approved by the Executive Committee and then reviewed at the Regional Meetings.

Amendments included dropping the proposed dues increase for 2026, replacing the current IT provider as well as moving accounting processes to the cloud. PBA is hiring a consultant to help set direction for PBA and then to hire a replacement for the open position.

Tom McCosby, Nominating Committee Chair recognize Darrell Adams of the Lebanon County BA and Rich Kichline of Carbon BA as Life Directors.

Other members elected to office for 2026 are as follows:

  • PBA President – Greg Harris, HBA of Metropolitan Harrisburg
  • PBA Vice President – Darrell Adams, Lebanon BA
  • PBA Secretary – John Bear, BIA of Lancaster County
  • NAHB State Representative – Andrew Kaye, HBA of Bucks and Montgomery Counties
  • NAHB Builder Delegate – Jon Sukonik, HBA of Bucks and Montgomery Counties
  • NAHB Associate Delegate – Holly DiLeo, HBA of NEPA/Pocono BA

The following bylaw amendments were passed by the Board of Directors:

  • Shortening the notice time for a special meeting of the Executive Committee to five days.
  • Including the Chair of the Past Presidents Committee as a voting member of the Executive Committee
  • Changing the terminology of the PBA Region descriptions to match the realignment previously passed by the Board.

Motions were made to provide funds for the locals to attract qualified Emerging Professional Members. These motions were tabled until the Fall 2026 Board meeting.

Kert Sloan, Chair of the Past Presidents Committee, reported that they Past Presidents suggested the current PBA President appoint a task force to vet and recommend at least four management consultants to the Executive Committee for further review. They also recommended training for incoming senior officers.

Andrew Kaye provided the NAHB and BUILD PAC reports. The IBS show will be in Orlando, February 17 to 19. He also provided some points from NAHB Talking Points on Key Housing Issues from NAHB He reminded members that NAHB has two funds available for locals – one is for state and local government affairs issues. Check with your local executive officer if you have additional questions.

Pennsylvania’s contributions to BUILD-PAC continue to lag. Mr. Kaye reminded members that BUILD-PAC does not support Democrats or Republicans, but the housing industry.

Ashley Fickel, Executive Officers Council President, reported that the EOC hosted a roundtable discussion that all participants thought was valuable. The Council plans to hold these twice a year.
